"True power belongs to those willing to take it."
A rebellion of outlaws from the city who were born from the ashes of the government's collapse. The Anarchists were the first to take control. What started as rioters, looters, and revolutionaries quickly turned into an organized force of chaos, tearing down anything that resembled the old world. They believe authority is a lie.
"Order will be restored."
The last remnants of the old world's enforcers who refused to let civilization die. When the city collapsed, they banded together, securing what few resources they could. Over time, they grew into a military force, determined to bring law and order back to the streets.
To the Vanguards, the Anarchists are nothing more than terrorists who must be wiped out, while the Outlanders are unpredictable wildcards who should either join or stay out of the way to do their own business.
At war with the Anarchists, the Vanguards seek to reclaim the city from the lawless chaos the Anarchists have spread. Their battles are brutal, turning city blocks into war zones.
The Vanguards don't trust the Outlanders, seeing them as rogues who refuse to commit to rebuilding. However, they sometimes trade supplies and seek to recruit their best fighters.
"Survive. Adapt. Stay free."
Neither soldiers nor revolutionaries. When the city erupted into chaos, they started building hidden shelters underground, creating an alliance that avoided the war. Outlanders have various jobs—trading, selling weapons, and food to both sides. They simply want to live free from tyranny and chaos.
While they sometimes trade with the Anarchists, the Outlanders are also a prime target for raiding and forced recruitment. Many Outlanders have fought back, leading to skirmishes in the ruins.
The Vanguards see them as opportunists unwilling to take a stand. However, some Vanguards secretly rely on Outlander scouts and black-market supplies.
Internally, the Outlanders are divided. Some think they should align with one side for protection, while others believe staying neutral is the only way to survive.
